Why carry an IDP while driving in Micronesia?

Driving Rules in Micronesia
For driving in Micronesia you can drive on the photo license of any country, provided the license is written in Roman alphabet. Drivers from other countries need their own license plus an international driving permit. Speed limits are 40 km/h and 2 km/h in built up areas where schools are situated.
Important Reminders:
- Traffic moves on the right side of the road.
- The minimum driving age is 18 years old.
- While driving, a driver and all passengers in the car must wear seat belts.
- Hands-free is a must. Keep your phones away unless they are hands-free
- Drink responsibly. The blood alcohol limit is 50 mg per 100 ml of blood.
- Avoid driving at night.
- Roads are slippery so watch your speed!
Road conditions For Driving in Micronesia:
Most roads in Micronesia are in very poor condition; they are narrow and without sidewalks. There are no traffic signals. Road traffic includes vehicles, pedestrians, playing children, and animals. Road conditions can worsen significantly after heavy rains, which occur frequently. There are very few streetlights, so road visibility is difficult at night; pedestrians may dress in dark clothing, making them especially hard to see. Roads outside of towns are mostly unpaved. The lack of shoulders on the roads hampers travel by bicycle, as does the presence of many dogs on the island. Drive defensively and be on the lookout for pedestrians, especially near Yap harbor and Chuuk Lagoon. There is no formal training in road safety or driving, so many drivers are unaware of road safety rules. Drivers often make sudden turns or stop without warning to chat with or pick up pedestrians. When traffic accidents happen, they often result in fatalities or serious injuries.
Driving in Micronesia during winters:
Micronesia experiences a hot, humid tropical weather. Avoid traveling during the rainy season from June to December. Keep your emergency kit at all times.
